This is a position lookup rather than a complete chart. The observer origin is Earth's center, so geographic coordinates are unnecessary for the frozen quantity. The tool does not calculate local houses, an Ascendant, aspects, retrograde interpretation, synastry, or a horizon position. It asks for a numeric time offset because a wall clock alone is ambiguous and because today's browser time zone may differ from the convention that applied to an older record.

For dates before standardized zones, local mean time may not translate cleanly to a modern UTC offset. Such results remain proleptic UTC-like estimates based on the entered convention. Signed offsets from -12:00 through +14:00 are accepted, including half-hour and quarter-hour forms. Impossible dates, invalid clocks and offsets, and resolved instants outside 1700 through 2100 are rejected. No historical city-zone database is inferred behind the scenes.

Mercury's aberration-corrected Earth-center vector is converted to an ecliptic longitude and normalized into zero through less than 360 degrees. Why does Mercury sign need a time and offset?
