A blank PDF generator on Windows can create a downloadable PDF with 1–100 identical, solid-color pages at exact PDF-point dimensions entirely in the browser.
This workflow is useful when the page size must be a specific number of PDF points rather than a named paper preset. It uses a browser rather than a desktop PDF editor, requires no source document, and does not send the selected dimensions, background color, or generated file bytes to Lizely.

What this Windows workflow creates
The output is intentionally simple: every page has the same measured width, height, and solid background color. There is no visible text, image, margin, header, footer, form field, or page number unless you add those in a separate editing workflow.
| Setting | Accepted value | Result |
|---|---|---|
| Page width and height | Whole values from 72 to 2,000 PDF points | Each page uses the exact page box entered |
| Number of pages | 1 through 100 | The PDF contains the selected number of empty pages |
| Background color | One six-digit hexadecimal RGB color | The complete page box is filled with the same solid color |
| Source document | None required | A new PDF is assembled inside the browser |
The result line repeats the page count and exact dimensions before download. The generated filename also identifies the dimensions and number of pages, making the file easier to recognize in a downloads folder. If you create another document, the previous temporary download URL is revoked, so download any result you still need before generating its replacement.
Create a custom-size blank PDF on Windows
Open the Blank PDF Generator in your browser on Windows and follow these steps:
- Review the initial fields. The starting width, height, page count, and color are editable examples, not guarantees that they match your printer or project.
- Enter the exact width and height. Type whole PDF-point values for each dimension. Both values must be between 72 and 2,000 points, and the tool does not reinterpret them as pixels, millimeters, or inches.
- Set the page count. Choose a whole number from 1 to 100. All pages in the file will have the same dimensions and background color.
- Select the background color. Enter or choose a six-digit hexadecimal color. White creates a conventional blank-looking page, while another color fills every page with that solid tint.
- Select Create blank PDF. Generation starts only after you press the button, and the button remains disabled while the current document is being saved.
- Confirm the reported page box. Check that the result line repeats the exact point dimensions and page count you requested. This is the best place to catch an incorrect value before opening the file.
- Download the PDF. Save the generated file through the browser’s download flow. Check its descriptive filename if you are working with several custom-size documents.
Enter PDF points without guessing
PDF points are a fixed measurement unit: one point equals 1/72 inch. For a target page measuring 4.25 by 5.5 inches, the manual calculation is width = 4.25 × 72 = 306 points and height = 5.5 × 72 = 396 points. Enter 306 and 396 in the generator’s two dimension fields; the tool does not perform that conversion for you.
If your measurements come from millimeters, screen pixels, or another unit, convert them to points separately and then enter the resulting whole values. A device pixel does not represent a universal physical size, so entering a pixel measurement unchanged can produce a PDF with the wrong page box.
The generator also does not reproduce a named international paper-size table or choose an orientation preset. Its initial values are examples only. They should not be assumed to match a particular printer, binder, drawing tablet, scanning workflow, or publishing platform. Obtain the required point dimensions from the relevant specification or workflow before generating the file.
Choose the page count and background color
The page-count limit runs from one to 100 to prevent an accidental input from producing an unexpectedly large document in the browser tab. A one-page file and a multi-page file follow the same workflow; the only difference is the number of identical boxes created.
The six-digit hexadecimal color is normalized into red, green, and blue channel values and painted across the full page box. Every page must use that same color. White gives the conventional appearance of an empty sheet, while a tinted background can support a worksheet base, scanning fixture, presentation insert, or document-processing test. Transparency and separate colors for individual pages are not part of this tool.
Verify the generated file before using it
Begin with the result line shown by the generator. Confirm that the page count matches your request and that the width and height are reported exactly as entered. Once downloaded, check the filename as a second quick identifier before opening the document.
When you open the PDF in a Windows PDF viewer, remember that the viewer may scale the page for display. Use the viewer’s document or page properties to inspect the page box when available; a smaller on-screen presentation does not mean the PDF’s stored dimensions changed.
For a finished blank document, the intended result is still a page box with no visible content beyond the selected color. A minimal title and creator are included as PDF metadata so the file’s origin is understandable when inspected, but they do not appear as text on the page.
Print a custom-size file from Windows
An exact PDF page box does not guarantee an exact physical print because the PDF viewer and printer can apply their own scaling and media rules. Use this sequence when the printed result matters:
- Open the downloaded PDF in your Windows PDF viewer and inspect its reported page dimensions.
- Open the print dialog and choose a no-scaling or actual-size option if the viewer provides one. A fit-to-page setting can scale a custom page box to the selected paper.
- Check the printer properties and select a supported media size. The generator cannot control whether your printer supports the custom dimensions or force a particular sheet into the tray.
- Review the print preview for scaling or centering. The PDF itself contains no printer instructions, crop marks, bleed area, or added margins.
- Print a test page when exact physical output is essential, then confirm the size with the printer or paper specification.
PDF viewers may scale pages both on screen and during printing. Physical output therefore requires separate verification in the viewer and the printer’s supported settings, neither of which the generator can control.
How local generation protects the document
No page data is uploaded to Lizely. Page creation, color filling, PDF serialization, and download creation happen locally in the browser. The selected dimensions, background color, and generated bytes remain in the local workflow, and there is no source file to upload.
The implementation uses a browser-side PDF library to assemble the document. The pdf-lib PDFDocument API documentation describes the underlying document model used to create and save PDF files in JavaScript. This local construction also explains why the 100-page limit is useful in a browser tab.
What the generator does not include
This tool is narrower than a general PDF editor. Its blank-page format is useful for controlled templates and test files, but it does not turn into a content editor after creation.
| Task | Blank PDF Generator | More suitable workflow |
|---|---|---|
| Combine an existing PDF | No source document is accepted | Use a PDF merger or document editor |
| Create a fillable form | No text fields, checkboxes, or form fields | Use a form-creation tool |
| Produce ruled paper or a calendar | No lines, dates, or calendar layout | Use a dedicated layout or PDF editor |
| Mix page sizes or colors | Every page uses the same size and color | Use a document editor with per-page controls |
| Encrypt or establish archival conformance | Encryption is not offered, and archival conformance is not claimed | Use a workflow designed for those requirements |
The generated file also excludes text, margins, crop marks, forms, headers, page numbers, images, transparency, and printer instructions. If any of those elements are part of the finished deliverable, create the blank page first and then use a suitable editor.
Correct invalid entries instead of expecting rounding
Inputs are validated before the document is allocated. Decimal, negative, blank, undersized, or oversized dimensions produce a visible error instead of being rounded silently. A width or height must be a whole value from 72 through 2,000 points.
Page counts outside the supported range of one to 100 also produce a visible error. Correct the field and press Create blank PDF again rather than assuming the tool will substitute a nearby value. For the background, use a valid six-digit hexadecimal color so the requested fill is unambiguous.
When this is the right workflow
Use this generator when the required truth is simply a known page box, a known number of pages, and one solid color. It fits custom printing tests, blank templates, scanning fixtures, presentation inserts, digital notebook sheets, and document-processing test inputs.
For visible text, graphics, mixed page boxes, existing source documents, forms, or advanced document controls, use a dedicated PDF editor. For a clean custom-size starting point on Windows, the browser workflow provides the required dimensions, page count, color selection, result verification, and downloadable PDF without uploading a source document.
